What is the little window that can be closed with a lever on the left top side of my ALPA 11E? How is the meter turned on? I have a fresh battery so maybe the meter is dead, but I don't know how to operate it.

I have a ALPA 11E with a loose black wire (tipped with a plug) connecting the meter circuitry to the battery circuit socket under the top cover. I like to resolder the wire but there is no trace where to in the PCB (printed circuit board)
